Yes it is, I'm typing this right now into mozilla on 10.2.6. It runs through a website, not software so it works with any operating system and modern browser.

Can a tivo pvr record to an external drive?

Well, if you really wanted to lee, you could have IDE cables extending outside to your external drives, but it's not a common way to extend a tivo's capacity.
